Local survey

The St Quintin and Woodlands Neighbourhood Forum is asking people who live or work in the Neighbourhood to help shape a Neighbourhood Plan to inform local council planning decisions.

We would appreciate your views in a short survey. It covers general issues like housing, transport, shopping, parks, healthcare, education, conservation and development. You do not need to respond to every question and you can make brief comments. Your responses will be used anonymously, although we do invite you to provide your name and contact details so that we can keep in contact with you during the preparation of the plan.

You can complete the survey online and submit it to us directly. Alternatively you can download a version to print and fill in to return by mail.

Designation decisions

On 24 September 2013 the London Borough of Hammersmith and Fulham decided without further consultation to designate a revised Neighbourhood Area and refuse to designate the proposed St Quintin and Woodlands Neighbourhood Forum within Hammersmith and Fulham.

The amended boundaries of the Neighbourhood Area within Hammersmith and Fulham notably exclude most of the Imperial West development on the former Woodlands site.

These decisions were not discussed in advance either with the St Quintin and Woodlands Neighbourhood Forum or with the St Helens Residents Association, which is the relevant body that originally made the application in April 2012.

The Forum is seeking clarification on these decisions from the London Borough of Hammersmith and Fulham and the Department for Communities and Local Government.

The Neighbourhood Area within the Royal Borough of Kensington and Chelsea remains unaffected, following its formal designation in July.

The St Quintin and Woodlands Neighbourhood Forum continues to welcome the involvement of anyone in the local community in the development of the Neighbourhood Plan.

Open meeting

There will be a meeting of the new St Quintin and Woodlands Neighbourhood Forum starting at 8.00pm on Thursday 12 September at St Helens Church Hall, St Helens Gardens, London W10.

It will begin with an open meeting of the St Helens Residents Association. Members of the association are automatically members of the forum, which is open to anyone living or working in the Neighbourhood.

The formal meeting of the Neighbourhood Forum will begin around 9.00pm.

Report back from the forum’s management committee on its discussions on filling roles of chair, vice-chair, treasurer and secretary, and on additional nominations to the Management Committee since the inaugural meeting on 27 June.

Brief update on plans for consultation sessions and workshops, and the next steps in developing a Neighbourhood Plan for the area.

Forum designated

The Royal Borough of Kensington and Chelsea has designated the St Quintin and Woodlands Neighbourhood Forum and the associated Neighbourhood Area within its borough.

They are the second in the borough to be designated under the Government’s neighbourhood planning powers, following the Norland Neighbourhood Area.

The St Quintin and Woodlands Neighbourhood Area lies mainly in the Royal Borough of Kensington and Chelsea and partly in the London Borough of Hammersmith and Fulham.

The application was submitted to both planning authorities. Hammersmith and Fulham is still considering the application, while Kensington and Chelsea formally designated the area within its borough on 2 July 2013.

Anyone living or working in the Neighbourhood Area is invited to suggest issues that should be covered by the Neighbourhood Forum and Neighbourhood Plan.

Forum formed

The St Quintin and Woodlands Neighbourhood Forum was officially formed on 27 June 2013 at a public meeting at St Helen’s Church Hall attended by members of the community.

The meeting voted unanimously to adopt the Constitution as previously submitted in the application to the relevant local authorities.

All ten area representatives who had expressed an interest in joining the management committee introduced themselves and were elected unopposed. They comprise six members of the St Helens Residents Association management committee and four others from the neighbourhood area.

There are positions for up to four further members of the management committee and anyone living or working in the neighbourhood area is entitled to put themselves forward for election.

The meeting agreed unanimously that the elected members of management committee would meet to nominate the appointment of officers, to include the chairperson, vice-chair, secretary and treasurer.

An update on local planning matters followed. Anyone living or working in the Neighbourhood Area is invited to suggest issues that should be covered by the Neighbourhood Forum and Neighbourhood Plan.

First meeting

The first meeting of the Neighbourhood Forum will provide an overview of the neighbourhood planning process and how local residents and businesses can get involved.

The meeting is open to anyone living or working in the neighbourhood area and will include the adoption of the constitution and the election of members of the management committee.

Grant awarded

The St Helens Residents Association has successfully applied on behalf of the new Neighbourhood Forum for a government grant for preparation of the Neighbourhood Plan.

The grant will be made available to the forum and will be held by the Dalgarno Trust, a local registered charity.

The £6,760 award will contribute to the cost of producing consultation materials and hiring meeting rooms, together with some technical and legal input into the creation of the draft plan.

Represent your area

We are seeking representatives of local residents and businesses to get involved in an initiative to help shape the vision for the local community in this Neighbourhood.

We are looking for people to form the management committee of a new organisation intended to become a Neighbourhood Forum.

We also want to find out what you think are the main issues for the area with respect to planning, development, conservation and regeneration, to help shape a Neighbourhood Plan.
